<p>Thirty students had to vote manually in the National College of Public Administration (NCPAG) yesterday at the university and local council elections due to late tuition payment, 24 of which were graduate students on scholarship grants.</p>
<p>Scholars of the House of Representatives received funds for their tuition late, so they had to request for an extension for payment.</p>
<p>According to College Secretary Jocelyn Cuaresma, five undergraduate students had the same problem.</p>
<p>Only 476 out of 589 NCPAG voters were allowed to vote online, while 113 voters, or 20 percent, had to vote manually, said Cuaresma.</p>
<p>NCPAG’s 238 votes resulted in a turnout of 40.27 percent, higher than the expected range of 30 percent. 181 votes were from undergraduates while 57 were from graduate students.</p>
<p><strong>Misprinted vote almost disqualified</strong></p>
<p>One manual vote from an undergraduate student was almost not included in the counting because of a misprint that did not included selections for the position of undergraduate councilor.</p>
<p>The Electoral Board announced, after determining the total number of votes for local positions, that the ballot in question would not be counted. After a quick discussion, they later retracted the decision.</p>
<p>The ballot would not have affected the results significantly; the winners would still be the same.</p>
<p><strong>PALS gains majority</strong></p>
<p>The Practice of Administrative Leadership and Service (PALS), an ally of Nagkakaisang Iskolar para sa Pamantasan at Sambayanan (KAISA), and the sole party running in the election, regained the majority of the NCPAG Student Council, claiming eight of its eleven positions.</p>
<p>Chairperson-elect Julliano Fernando “Jules” Guiang, Vice Chairperson-elect Desiree “Des” Ico, all undergraduate councilors, and most of the administrators belong to PALS, which is NCPAG’s only accredited party this year.</p>
<p>Independent candidate Carlos Alipio Fernandez won the position of External Affairs Administrator over PALS candidate Karlo Diaz with a margin of 3 votes.</p>
<p>Aubrey de Guzman, an independent candidate who was not in the first official list of candidates, won the position of Finance Administrator over PALS’s John Paul Carlos Mogatas, with 118 votes over 100.</p>
<p>The only independent candidate to run unopposed, Graduate Councilor-elect Danilo Lesaca, won with 58 votes over 4 abstaining votes.</p>
<p>KAISA’s candidate for College Representative, Sarah Mendoza, lost to independent Antonio Rafael “Tochi” Ongkeko Jr. 125 voted for Ongkeko while 90 did for Mendoza.</p>
<p>Last year, a delayed local election marked the first time that one in UP is not synchronized with the USC elections.</p>

<p style="text-align: left;">The final and official list of candidates for the National College of Public Administration and Governance’s student council was released Friday afternoon.</p>
<p>Only 14 candidates are running for eight different positions, compared to last year’s 20.</p>
<p>Incumbent NCPAG representative to the University Student Council Desiree Ico of Practice of Administrative Leadership and Service (PALS), is running for NCPAG SC vice-chairperson, as the running mate of Julliano Fernando Guiang, also of PALS.</p>
<p>Both Guiang and Ico are running unopposed.</p>
<p>Other NCPAG SC members seeking positions are Undergraduate Councilors Joann Salazar (for Internal Affairs Administrator) and Karlo Diaz (for External Affairs Administrator), both from PALS, NCPAG&#8217;s only accredited party this year.</p>
<p>On the other hand, Norman Cualteros, Rodolfo Ferdinand Quicho Jr., and Juan Valeriano Respicio IV, originally included in the first official list released Jan. 28, are no longer candidates, said College Secretary Jocelyn C. Cuaresma.</p>
<p>The sole pending candidate from the original list, Pamela Grafilo, was disqualified due to a violation.</p>
<p>NCPAG students were only able to vote for USC officials on Election Day (Feb. 24) last year as the college&#8217;s local elections were postponed to March.</p>

<p>PALS (Practice of Administrative Leadership and Service), once the majority party in the NCPAG Student Council, is affiliated with KAISA. While PALS is the only party running for the SC elections, there used to be another party, PULSE. PULSE (Pursuit of Unity, Leadership, Service, and Excellence) has not been running for some time. The student council became split with independents during the 2010 elections, which was delayed due to problems with candidates’ certificates of candidacy (COCs).</p>

<p>Contrary to what was earlier reported, the College Student Electoral Board (CSEB) of the National College of Public Administration (NCPAG) moved the deadline of filing for candidacy from Feb. 13 to 16 because the candidates failed to verify the documents required for the college student council elections.</p>
<p>NCPAG CSEB chair and college secretary Dan Saguil denied the <a href="http://upjourn.net/news/ncpag-moves-deadline-of-filing-for-candidacy/">Philippine Collegian report released Feb. 14</a> saying it was the candidates’ failure to submit a required P1, 500 cash bond that mainly caused the postponement. The amount would be used to fund a post-election cleanup.<span id="more-190"></span></p>
<p>Saguil said both local political parties, Practice of Administrative Leadership and Service (PALS) and Pursuit of Unity, Leadership, Service and Excellence (Pulse), didn’t have their documents for residency and academic standing checked with the student records officer, Aurora Villavicencio.</p>
<p>Section 7 in the NCPAG Student Council Election Code, Saguil said, directs candidates to file duly-accomplished certificates of candidacy together with the supporting documents to the chairperson of the electoral board not later than a specific deadline. This year, the deadline was 11:00 am on Feb. 13.</p>
<p>Since the papers weren’t verified by Villavicencio in time for the original deadline, Saguil gave the parties time to have them checked.</p>
<p>The filing of candidacy was rescheduled “to look like they (the parties) did not violate anything,” Saguil said. He said he didn’t want to disqualify both parties because it would result in a failure of elections, a violation of the NCPAG election rules. </p>
<p>The official tally of candidates was also finalized that day. </p>
